My guess is Penstemon (Beard Tongue)

 

I cant see your picture too clearly but if they are these the name is Thalia

It could also be Cape Fuchsia.

I agree with Cajunbelle--I think that it is Phygelis. Perhaps the rectus 'Devil's Tears'.
