Hmmm, the flowers come to a point in the original photo. What you are showing is a flower with an indentation at the tip. I'd have to say no.
I respectfully disagree with my worthy colleagues above. I believe the plant is Euphorbia griffithii. I have some in my own garden.
This is the one in my garden. It looks sort of faded this year, usually the orange is much more lively with fiery red-orange bits. Ach well. Thanks mate, for the very nice reference. BTW--it is a lovely plant, but in my garden-- it has the tendency to be invasive. I remove lots of it after "blooming" each year.
