round bales vs. square bales

So, a farmer at church told me that there was some legislation in the works for just what kind of hay bales the farmers could feed their cows and it happens to be that they are not happy with the livestock getting fed from round bales. Do you know how silly that is? all because they aren't getting a square meal at each feeding.
