I first noticed these spots on the rose bush, and I thought it was a fungicide. I used Sevin fungicide on the bush, but it didn't stop the issue. So I tried the Sevin bug spray and it didn't do anything either. This issue has taken over my plant and the leaves are shriveling up and the plant looks aweful. Any help would be appreciated. I'm new to working with roses, so I don't know what this is. I've tried looking for pictures of rosebush diseases/bug problems, and I couldn't find anything that looked like this.

It doesn't look like a disease or insects. It looks like the leaves got burned by either the spray, overspray from something else or it could happen from extremely hot weather and watering in the heat of the day and getting the foliage wet.

It's very difficult to tell from the photo, but it looks very similar to the sawfly damage on my roses. They are very hard to spot, but if you turn over one of the damaged leaves you should find a tiny little green worm feeding.

Ok, hopefully this picture is better. I tore off a few leaves and as I turned them over, I noticed that some of those spots were holes in the leaves, as if something had chewed through them. So maybe it's a worm or something after all?!
