Best light for seedling indoors?!?!

    I know what grows my plants right now, both aquatic and terrestrial. I use 6500K lights with a CRI over 82 and as high a lumen rating as possible. The latest bulbs I got are T8, 6500K, 84 CRI and 2325 Lumens. Is a 2 bulb 4 foot fixture and a lot brighter than the t12 I was using that kept my Purple wandering jew purple. A lot better than my t12 fixture in most aspect except the CRI is lower.

    Is this going to be enough to provide the light they need if I have the seedlings inside with absolutely no sunlight at all?

    Sorry, numbers were off:
    T12 2325 Lumens, 84 CRI, 6500K
    T8 2800 Lumens, 85 CRI, 6500K

    I have used similar T12 for a loong time so I figure that the T8 should be even better with almost 1000 more lumens than the T12. This assumes 2 bulbs of course.
