I spoke with a lady who had yellow and orange celosia. She did not plant them this year. She had planted some celosia last year. Does celosia reseed?

Is it possible that the lady had cut the original celosia down and then new growth grew the next year?
They're perennials so by my way of thinking it would come back again the following year even after cutting down...come autumn I have new plants which will need cutting back and i'm hoping they come back the following year according to how the weather permits.
