They could be eggs of the caterpillar that will eat your plant. The Tomato Hornworm caterpillar loves tomato, tobacco and pepper plants. You might want to squish them and keep an eye on your plants for other eggs. If you do see green caterpillars on the plants remove the critters drop them into a jar of soapy water.
There have been tiny caterpillars eating my sage and now I think they're headed that way. I also saw some little bugs with white spiky hair looking stuff. I didn't have my glasses on and when I went to get it, it fell off and I couldn't reach over to look for it.
