It has been windy here and a tarp crushed some of my biggest onion tops. They aren't producing bulbs yet. I was wondering if i should cut the tops off or leave them

Leave them as long as there is no sign of disease. If they are truly crushed (mashed beyond recognition and wet and gooey) you may get a fungus moving in. In that case a judicious pruning is called for. Otherwise, just laying down they will still help the bulb.

That's right! Just leave them be. I always have3 some that get stepped on, knocked over ect. As long as the roots are in the ground they do fine.
