Poppy I've grown Sea Holly here in Scotland. I found that the best time to sow the seeds is in late summer/early autumn. I just scatter the seeds pods where I want them to grow and leave them alone. I now have a nice group of Sea holly each year that I don't have to tend at all. :-D I doubt if this is the official way of sowing them but it works just fine for me. :-D
I have them growing in part sun/part shade and they flower well for me each year. I now allow the seeds to fall creating a larger patch every year.
You can, however, plant them up in pots if you prefer and then transplant them into the garden once they are big enough.

Here in Norway we have to make certain they grow in as full sun as we can give them and in a sand-mixed soil since they don't like our wet weather. They self-seed freely here and I've already given lots away. Good luck with them. :D
