We planted garlic cloves in the fall and they are about 6-8" tall. How long do we leave them in the ground - until foliage gets brown, about March?

I also plan to start cipolini onions next spring. Are they easy to grow and do I harvest same as garlic?

Well, here in the UK we plant our garlic in early winter and dig them around June/July time, as you say, once the foliage starts to go over.
