It does look like a zinnia until you look at the dark leaves and buds...I googled dahlias with dark leaves and found this link,if you scroll down the page you will see dahlias that look similar to this. http://www.jrg-dahlias.co.uk/dark_leaf.htm
Boy, if the breeders continue playing with the plant genes there won't be any difference between the two at all. That is gorgeous tho.
