Light sky blue flowers grows well in dappled shade?

    I just can't find any neighbor here that can tell me what this might be? It under a tree in light shade, blooms in the spring,dies in winter but comes back every year. it only gets about 3ft. high. Any help would be great.

    It looks like a type of Jasmine Bush. Does it have a scent?

    Yee haw! I have found out the name of this plant it is called Blue Star Dogbane. Thanks for all the help!
