Problem with MOM in Laws tom plant

    I was in South Carolina last week on vacation and my MIL (sorry about abrev.) asked me what was wrong with her plant. I didn't have internet connection so I had to snap pictures and bring back home for all of you to give me a diagnosis and treatment. I have seen something like this before but not sure what it is.

    And this is the soil. It has has like 30 years of composting in this general area and most anything will grow in here. But now that they aren't planting much they have added two bird feeders. One has black sunflower seeds (which is what is right next to the plant) and the other has standard wild bird food. What I was thinking was the sun flower husks were adversely effecting the soil and/or a possible coating on the seeds making the soil bad.

    What are your thoughts.

    Southern blight possibly. Might try an antifungal on them to keep from spreading.
