My forsythia is blooming . But I plan to prune it since it is very dangly right now. I pruned it the year before last and hardly got any blooms last year. Strangely, the blooms are towards the lower portion of the plant while the top has hardly any blooms. I need to keep this plant short since it is towards the front of the yard but I want to make sure that it eventually fills up nicely and becomes bushy.
How do I prune? I will prune after the blooms are all gone.

That's it, prune immediately after it stops blooming since the flower buds for next year will be formed this year on new wood. Don't wait.
