I'm pretty sure we in the US can not send seeds to Holland either without certification. The Scrophularia macrantha is available on the http://www.highcountrygardens.com/catal ... uct/92750/ website. You could contact them to see if they ship to Holland.
I've received and sent seeds from France, Spain, China, Japan, South Korea and Malaysia successfully... I just don't blatantly mark the package "SEEDS." I say they're souvenirs... It's still true, albeit it's stretching the truth.. But not a complete, bold-faced lie.. lol
