Over here in Scotland all I have to do to get any type of willow to grow for me is to take a green twig and stick it in the ground. Willows are considered an invasive tree here as they grow so easily. I don't know about curly willow but there's no harm in trying my method until someone else comes up with better advice for you.
Cool I have 3 stuck in the ground now and keep them watered I hope they work as I have a friend in Washington that wants some. If I were to mail them how do I send them so they are safe?
When I brought some grapevine cuttings up from CT we wrapped them up in wet paper towels and then wrapped plastic wrap around them to keep them moist. When I stored them for a bit I put the ends in baggies with damp peat moss in them. I would try this and then ship them priority to get them there quickly. Hope this helps.
