Make a little cut in the seed coating so that water can get inside to help the seed germinate. I have a small file that I use but you can also use a nail clipper if you are very careful to not cut the germ inside.

Nicking the seed will allow the water to get in and help it to germinate. You can nick the seed by making a small cut in its coating or rubbing it on something such as sand paper which will also do the same.
