Which Amaranth are you planting? There are somewhere around 60 species, some are veggies, some grains and some decorative. The flowers can be either started indoors 6-8 weeks before the average date of your last frost or outside after that date. Grain Amaranth is planted outside in May/June...as long as it has enough growing days to be harvested before the first frost.
