Michelle, that is lichen--a non-harmful growth. Lichen is actually beneficial in several ways. It does not grow in polluted air so it is an indicator of pollution; it is forage for some wildlife; and it helps form soil by living on and breaking down rocks.
We have lichen on trees here in central Texas, and think it's rather pretty!
